Julia "Matok" Dugayen, is a grandchild of Capitan Sagmayan of the famous Tawagun Clan of Bunug of the Mabaka-Binungan Tribe of Lacub, a Tinggian from the northestern part of Abra. In 1968, at the age of 24, she was elected as the youngest Mayor in the Philippines.

She has travelled to 19 states and cities in the USA as guest of local government and NGOs. She has also travelled to India, Thailand, China, Taiwan, and Hongkong. She is frequently asked to lead a prayer in a Tinggian chant in Malacañang as well as in NGO gatherings. She is married to Mining Engineer Miguelito B. Senga, a Tagalog lowlander from Marikina City, with whom she has three children—Alain, Joemel and Justin. She is the CEO of Mampia-an Foundation, Inc.
